Tesla Moves Closer to India Entry with Import-First Strategy

Elon Musk-led Tesla is likely to enter the Indian market through direct imports. The company is not committing to local manufacturing in the immediate future. This information is according to a recent report.

The Indian government is expected to focus on integrating Tesla into the country’s global value chain. They are not insisting on immediate manufacturing commitments. There is also a possibility of further import duty relief to facilitate Tesla’s entry. A senior government official stated that Tesla is not yet prepared to set up a manufacturing facility. However, the company will begin by importing vehicles. Tesla will gradually increase local procurement. The report further mentioned that Tesla plans to manufacture spare parts and source some components locally. Even if just 10% of Tesla’s production shifts to India, it would be a step forward.

Government sources indicate that restricting EV imports may not be beneficial. This is especially true if domestic manufacturing is not expected to commence within the next 5–7 years. Tesla shows its intent to expand in India. The company has reportedly finalized locations for two showrooms in New Delhi and Mumbai.

At the same time, discussions are underway about a potential reduction in import duties for EVs. Now, fully built electric vehicles priced above $40,000 face a basic customs duty of 70%. There is also an extra 40% agriculture infrastructure and development cess (AIDC). However, the 10% Social Welfare Surcharge (SWS) has been exempted. This brings the total effective import duty to 110% for EVs above this price range. For EVs priced below $40,000, the import duty remains at 70%.

Elon Musk has been a vocal critic of India’s high import tariffs, which can reach up to 100% on EVs. Tesla has consistently pushed for lower tariffs, though domestic automakers remain concerned that its entry will disrupt local EV growth.
