India and Malaysia Lead Regional Security Talks at ADMM-Plus Counter-Terrorism Meeting
14th ADMM-Plus EWG on Counter-Terrorism Convenes in New Delhi
The 14th ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus) Experts Working Group on Counter-Terrorism (EWG on CT) took place in New Delhi. It was held from March 19 to 20, 2025. Representatives from ASEAN member countries were present. These included Laos, Malaysia, Indonesia, Myanmar, Singapore, Thailand, the Philippines, and Vietnam. Delegates from partner nations also attended. These were China, the USA, Russia, Australia, Japan, and South Korea. They all took part in this key event.
Co-chairs India and Malaysia outlined their work plan for the 2024–2027 cycle. Notable announcements included a Table-Top Exercise to be conducted in Malaysia in 2026. A Field Training Exercise is scheduled in India for 2027. These exercises are aimed at strengthening counter-terrorism coordination and preparedness.
The two-day meeting focused on building a comprehensive strategy to address growing terrorism and extremism threats. Discussions revolved around sharing experiences from defense forces of ASEAN nations. They also included dialogue partners. The goal was to lay groundwork for upcoming exercises and collaborative workshops.
Myanmar and Russia previously co-chaired the 2021–2024 cycle. They officially handed over responsibilities to India and Malaysia for the current 2024–2027 cycle. India hosted this inaugural meeting under its new co-chairmanship role.
Key Addresses and Delegation Participation
Defence Secretary Shri Rajesh Kumar Singh delivered the keynote address at the opening ceremony. He emphasized that terrorism continues to be a dynamic threat. This threat crosses borders. He highlighted India’s efforts in combating terrorism. He mentioned the adoption of the Delhi Declaration. This was during India’s leadership of the UNSC Counter-Terrorism Committee in 2022. Senior officials from the Ministry of Defence and Ministry of External Affairs shared insights. Representatives from the Indian Army’s Counter-Terrorism division also shared insights. Heads of delegations from participating countries discussed best practices. The visiting delegates concluded their trip with a cultural visit to Agra.
