CM YOGI: Outsourced Workers will have Benefits of Reservation Policy and Transparency in Salary

Chief Minister Yogi Adityanath has approved the formation of Uttar Pradesh Outsource Service Corporation (UPCOS). At a high-level meeting on Thursday, the chief minister issued directives to senior officials. These directives were about the proposed corporation’s structure. They also concerned its functioning and scope. Formed under the Company Act, the company will follow the reservation policy in all its appointments. Reservation provisions for SC, ST, OBC, EWS, women, Divyangjan and ex-servicemen will be fully followed. The Chief Minister also talked about giving priority to destitute, divorced and abandoned women.

Corporation’s will Focus on Labour Rights

This corporation will work for labour rights. It will also focus on social security for lakhs of outsourcing personnel in the state, CM Yogi Adityanath said. UPCOS aims to bring transparency in the administrative system. It also aims to assure employees of stability during outsourcing. With the establishment of UPCOS, the BJP government aims to counter the opposition tirade. The criticism is about denial of employment opportunities for OBCs, SCs, and STs. This pertains to the recruitment of outsourced staff in various departments.

A press release issued by the government states that a Board of Directors will be appointed. A Director General will also be appointed under the chairmanship of the Chief Secretary. Committees will be formed at all divisional and district levels. For this, agencies will be selected for at least three years through the Gem portal. It will be ensured that the employees who are currently working do not face any problem. They will get weightage on the basis of experience in the selection process. 

Changes in the current system

The Chief Minister said that the selection of outsourcing agencies is currently done in different ways. Because of this, salaries are often not paid on time. Complaints of salary cuts, non-receipt of EPF/ESI benefits, lack of transparency and harassment are constantly received. With the formation of this corporation, this system will improve. The remuneration of all outsourcing personnel would be sent directly to their bank accounts by the 5th of every month. Along with this, the amount of EPF and ESI would also be deposited on time. Employees will also get all the benefits allowed by EPF, ESIC and banks. 

The corporation should act as a regulatory body. It will monitor the functioning of the agencies. If there is a violation of rules, blacklisting, debarment, penalty, and legal action will be ensured.

Service Security to employees

No employee should be relieved from service after selection. This should only happen if there is a recommendation from the competent officer of the concerned department. Further, no outsourcing should be done against regular posts. The Chief Minister said that the state government is committed to ensuring dignity, security and social justice of every employee. Uttar Pradesh Outsource Service Corporation will introduce greater transparency. It will enhance accountability in the administrative system of the state. This will not only benefit lakhs of outsourcing workers of the state, but will also increase administrative efficiency.
