PM Modi inaugurated Kartavya Bhavan-03. It is the first of the ten common central secretariat buildings under the government’s Central Vistas redevelopment project. The Main objective of this project is to bring all major ministries under one roof for improving efficiency.
Modern Infrastructure to Enhance Efficiencies
Kartavya Bhawan will house bureaucrats from several ministries. These include Ministries of Home Affairs, External Affairs, Rural Development, and MSME. Additionally, it will include the Ministries of DOPT, Petroleum and Natural Gas, and the office of the Principal Scientific Advisor.
The building is equipped with excellent facilities. It is designed to consume 30% less energy. Glass windows are used to reduce noise from outside and keep the building cool. Sensors for lights automate turning off lights when not in use. Efficient power lifts are installed in the building.

The entire Bhawan covers an area of 1.5 lakh square metres, including a basement space of 40,000 square metres. Kartavya Bhawan offers parking facilities that can accommodate up to 600 cars. The complex also features a creche, yoga room, medical room, café, kitchen, and a multipurpose hall.
Many prominent ministries are currently housed in older buildings. These include Shastri Bhawan, Krishi Bhawan, Udyog Bhawan, and Nirman Bhawan. They have been in operation since the 1950s to 1970s. These facilities now lack modern infrastructure and are considered “structurally inefficient and outdated.”




Way Forward
The Ministry of Housing and Urban Affairs (HUA) has responded by planning the construction of 10 new buildings. These will be part of the Common Central Secretariat (CSS) scheme under the government’s Central Vista redevelopment project. Of these, CSS buildings 2 and 3 are under construction. Building number 10 is expected to be completed by April next year. Buildings 6 and 7 are scheduled for completion in October 2026.
Some buildings will not be replaced as they are relatively new and will continue to serve their current functions. These include the National Museum, National Archives, Jawaharlal Nehru Bhawan (Ministry of External Affairs), Dr. Ambedkar Auditorium, and Vanijya Bhawan.
The government has already constructed a new Parliament building as part of the Central Vista redevelopment. They have built a Vice President’s enclave and redeveloped the Kartavya Path. In addition to the Common Central Secretariat, an Executive Enclave is also planned. It will house the Prime Minister’s Office (PMO), the Cabinet Secretariat, India House, and the National Security Council Secretariat.
The construction of the CSS aims to bring all key ministries under one roof. This promotes more efficient working and closer collaboration among them.
