CAT: ‘RCB Responsible for the Stampede, Police not a Magician or God’

RCB (Royal Challengers Bangalore) was found responsible by the Central Administrative Tribunal (CAT). This was in relation to the stampede outside the Chinnaswamy Stadium in Bengaluru on June 4. The team had suddenly announced a victory procession on social media. They did this without police permission. This led to a crowd of lakhs. 11 people died in this stampede.

The tribunal said in its comment, ‘Therefore, prima facie it appears that RCB is responsible. They gathered a crowd of about three to five lakh people.’ The tribunal noted that RCB attracted a large crowd. RCB did not take proper permission or consent from the police. Suddenly information was posted on social media and as a result of that people gathered.’

Sudden Announcement Triggered Chaos

The sudden announcement was equalised to ‘causing chaos’ by the tribunal. The order said, ‘RCB suddenly created this type of chaos without any prior permission. The police cannot be expected to make all the necessary arrangements in just 12 hours. These arrangements are as per the Police Act or other rules.’

The day after their first IPL win, RCB announced on social media. They said they would hold a victory procession on 4th June. When the event led to a stampede, people turned to point fingers at the police too. A Bengaluru Police officer, who was suspended, filed a petition in which the tribunal supported him.

Police Caught Unprepared

“Policemen are also human beings. They are neither ‘God’ nor ‘magician’. They do not have any magical device like ‘Aladdin’s lamp’ and cannot fulfill any wish by just waving their fingers.” The tribunal said, defending the role of the police. The lack of time was a major factor in the police not being able to make proper arrangements. On the night of June 3 and 4, a large number of people were already present. The police were busy handling them. Another program was organized by the state government in Vidhana Soudha. This added more pressure on the police force.

RCB and KSCA Under Fire

The RCB management was not available to comment on the development. Earlier, there were allegations against RCB. The Karnataka State Cricket Association was also implicated. This incident led to the resignation of KSCA secretary A. Shankar and treasurer Jayaram.
