Former US ambassador to India Eric Garcetti is on record. He said that the US had encouraged India to buy Russian oil under a price cap. They even encouraged purchases beyond the cap in order to stabilize global oil prices. US had deliberately taken this action in order to keep global prices in check.
The US is exerting pressure on India and a diplomatic whirlwind is occurring. The US alleges that India is indirectly sparking off the Ukrainian conflict. This is due to continuous oil purchases from Russia.
A recorded video of Eric Garcetti, a former US Ambassador to India, reveals US hypocrisy. He explains that the US had applauded and encouraged New Delhi to purchase oil from Moscow. This was done to stabilize global oil prices.
“They bought Russian oil because we wanted somebody to buy Russian oil at a price cap. That was not a violation or anything. It was actually the design of the policy. As a commodity, we didn’t want the oil prices going up. They fulfilled that,” Garcetti remarked, while serving as the Ambassador.

India’s effort to stabilize oil prices
In 2022, then US secretary Janet Yellen said that India is free to purchase as much Russian oil as it wants. India has no restrictions on the amount of oil it can purchase. This applies even beyond the price cap.
Yellen in talk with news agency Reuters said about India and Indian oil companies. They can also purchase oil at any price they want. This is allowed as long as they don’t use these Western services. They must find other services. And either way is fine.
In February 2024, US Assistant Secretary of State Geoffrey Pyatt spoke positively about India’s role in stabilizing global energy markets. He said, “India has played a key role in efforts to stabilize global energy markets.” This was achieved through its purchases of Russian crude.
US Pressure and Indian Response
Washington has pressurized India over its continued trade with Russia, especially for Russian oil. It has threatened India with a 25% tariff on Indian imports. Additional penalties and tariffs could be as high as 100% over India’s continued trade with Russia.
Trump has made accusations against India in several Social media posts. He accused India of “financing” Russia’s war effort in Ukraine. He also claimed that India is benefiting from the discounted Russian oil offered by Russia.
In retaliation, India took a firm stance by referring US allegations and demands as “ Unjustified and Unreasonable”. New Delhi asserted that “India’s imports are meant to ensure predictable and affordable energy costs to the Indian consumer. They are a necessity compelled by the global market situation. However, it is revealing that the very nations criticising India are themselves indulging in trade with Russia. Unlike our case, such trade is not even a vital national compulsion,” the government’s befitting response read.
