The 14th edition of the India-Russia bilateral naval exercise INDRA is scheduled off the coast of Chennai. It will occur from March 28 to April 2, 2025. This biennial maritime exercise underscores the strong strategic partnership between the two nations. It aims to enhance naval cooperation and interoperability.
A Legacy of Maritime Cooperation
Exercise INDRA was established in 2003. It has become a key platform for strengthening the operational synergy between the Indian and Russian navies. Over the years, the exercise has expanded in scope. It incorporates complex maneuvers and tactical drills. These activities enhance mutual coordination and combat readiness.
Exercise Structure: Two Phases of Operations
The exercise will be conducted in two phases:
- Harbour Phase (March 28–30, 2025) – Hosted in Chennai, this phase will include an opening ceremony. It will also feature Subject Matter Expert Exchanges (SMEEs). There will be sports events, reciprocal visits, and pre-sail briefings. These activities aim to facilitate interaction between naval personnel.
- Sea Phase (March 31–April 2, 2025) – This phase will take place in the Bay of Bengal. It will focus on high-intensity naval drills. These include tactical maneuvers, live weapon firings, and anti-air operations. Furthermore, it involves underway replenishment, helicopter cross-deck landings, and an exchange of sea-riders.
Participating Naval Units
Several warships and maritime assets from both countries will participate in the exercise:
- Indian Navy: INS Rana and INS Kuthar, along with P-8I maritime patrol aircraft.
- Russian Navy: RFNS Pechanga, Rezkiy, and Aldar Tsydenzhapov.
Strengthening Strategic and Diplomatic Ties
Beyond operational drills, INDRA 2025 aims to deepen maritime cooperation. It also aims to foster goodwill. The exercise facilitates the exchange of best practices between the two naval forces. The exercise acts as a diplomatic bridge. It reinforces the longstanding India-Russia defense partnership. It also promotes stability in the Indo-Pacific region.
