Initiative Aims to Enhance Disaster Management and Public Safety
The Uttar Pradesh government has made a significant move towards strengthening disaster response and public safety. It has initiated the formation of Civil Defence Units in all 75 districts of the state. This initiative, led by the Yogi Adityanath government, is aimed at equipping local administrations to respond more efficiently to emergencies.
District Magistrates Appointed as Commandants
To implement this plan effectively, all District Magistrates have received new roles. They have been designated as Commandants or Controllers of their respective Civil Defence Corps. The responsibility for creating necessary posts and administrative frameworks lies with the DMs. They have been directed to identify suitable land. They must also coordinate essential preparations. This involves Chief Development Officers and Additional District Magistrates (Finance & Revenue).
New Units to Bolster Existing Infrastructure
Previously, Civil Defence Units were operational in 15 districts such as Agra, Bareilly, Mathura, Kanpur Nagar, Jhansi, and Bulandshahr. Now, the state is expanding the programme to the remaining 49 districts. These districts include Ambedkar Nagar, Amethi, Bahraich, Deoria, Etawah, Fatehpur, Ghazipur, Lakhimpur Kheri, Kushinagar, and Sultanpur, among others.
Emergency Preparedness and Youth Empowerment
These units will not only support the administration during emergencies but also create training and employment opportunities for local youth. Civil Defence Corps members will be trained to manage casualties and conduct rescue operations. They will also handle fire control and communication. Additionally, they will be responsible for welfare and transportation.

Key Objectives and Services of Civil Defence Corps
The primary goal of these units is to safeguard lives. They aim to minimise damage to property. The units ensure uninterrupted production during crises. They also maintain public morale. The corps will include 12 core services. These services are Headquarters, Casualty, Rescue, Mortuary, Communication, Firefighting, Welfare, Salvage, Property Protection, Warden, Training, and Supply & Transport.
Strengthening Rural and Semi-Urban Disaster Response
This initiative is expected to significantly strengthen the state’s emergency preparedness. This is particularly important in rural and semi-urban areas. In such areas, timely intervention is often critical. The Civil Defence Units aim to deliver swift and effective relief during crises. They achieve this through comprehensive training and systematic coordination under the supervision of District Magistrates.
A Future-Ready Step for Public Safety
The Uttar Pradesh government is institutionalising these units across the state. This action sets a precedent for community-based disaster management. It also reinforces its commitment to citizen safety and crisis response.
